Me and my team were planning on having one of us bring a notebook and pen to write down how the we play and then switch with the person at the switch bell. Would this be legal?
Depends.
Is it just to plan moves, or as a strategic aid, or to communicate ideas to the other team on your alliance? Yes
Is it to communicate with people outside the alliace station? No

I think this is miscategorized, is this for the VEX IQ competition, or the VEX v5 Competition?
Either way, what @Gigahertz.t stated should be the same for both competitions!

It would be to keep track of how we play to look at on a later time. We did a similar thing with recording last year and they didnt say anthing.

Usually if I have doubts they posted it in the wrong category, I look at their other questions/topics. Since one of the OP’s topics speaks of mobile goals and rings, it is safe to assume he/she participates in V5RC.
But yeah @Gabe_3138b I do appreciate how you posted this under a V5 category (instead of the many incidents of people posting under “IQ”), however, VEX V5 Technical Support is for issues pertaining to robots (such as mechanisms not working, code debugging, etc.).
For questions regarding legality, first read the game manual and search via ctrl+f for keywords in your question, and then post under VEX Robotics Competition Discussion
