At a competition there was a robot and he used batteries that vex sells. Is this legal?
Yes, vex batteries are legal for competition. In robots they are the only legal batteries. In joysticks any brand of batteries can be used.
I meant he used batteries that vex DOES NOT sell. Is this legal?
Were these the robot batteries? If so this is illegal. (as far as I know, at least) However if they were in their remotes, or the 9V backup battery this is perfectly legal.

Yes, the batteries were on the robot.
then that technically is illegal, but i have been at tournaments where they have been allowed.
Yeah, it’s really up to the event staff most of the time. Technically it’s illegal but that would mean telling a team they can’t compete (unless they have other VEX batteries) after they show up at a tournament. I personally would say that as long as they are identical, and if I was the one deciding at a small tournament, I’d just let it slide, but warn them to buy VEX brand batteries because other tournaments would enforce that rule.

So you wouldn’t be able to use nonvex batteries at World right?
if they are identical i would see no problem, but that is not to say that the other competitions would say its illegal
I’m am in no way giving an official answer, but by the rules; No, you will not.

Thank you guys! You answered my question. (Don’t worry, I know it’s not an official answer, but I can tell that it’s safer just to stick with vex batteries)
You are welcome, anytime. I’m glad I could help.

I can give you the official answer, from the rules:
