Wearing nitrile gloves (both for your protection and to keep your skin oil off the parts), clean all the bare metal with a good solvent like acetone* and hang them for painting.
Krylon Fusion all-in-one works well as a rattle-can spray paint for metal. Read the directions, apply multiple light coats to avoid runs.
Other choices beside paint include anodizing (for aluminum parts), or powder coating. These might be options if a company in your area is willing to sponsor your team by doing the work.
*one of the best pre-paint cleaners you can make is a 1:1:1 mixture of toluene, naphtha, and xylene, it’s what I use to prep for automotive painting.

I felt sure the asterisk was going to refer to ventilation and respirator. Protect your lungs too while both cleaning and painting.
