So, Basicly my town is in a werid situation where we have a town wide Robotics team anyone who is from that town can be in that team while the highschool team is just for people apart of that highschool. Now I want to be apart of both teams and be able to compete in comps for both. So in short if one fails I can stay with the other.

No, as @Skibub28 said, it would be illegal for more than one person on a team. Sorry!
If you’re a builder, designer, programmer, or drive team member for one team, you wouldn’t be able to perform any of these roles for another team, but if your original team shuts down or you become permanently unable to be on the team, you would probably fall under an exception to the rule (described elsewhere) that would allow you to switch to the new team.
You would probably also be allowed to help multiple teams in roles that aren’t related to the robot design and performance (such as scouting, graphic design, fundraising, or a team website), just not in designing, building, or programming the robot, or being on the drive team.
