I have a question because i am seing some vexiq drivers on the field (tournament), and they are not changing drivers in 35 seconds is that legal? Sometimes they change driver in 15 seconds. And is 12inch shaft legal in vex iq
your questions about legality are answered by the current game manual: VIQRC Full Volume Game Manual - VEX Robotics
Rule G11 in the game manual describes the requirement for changing drivers. If there is an issue at a specific tournament, you would need to address that with with the head referee of the competition.
Rule R6 (along with the link to the legal parts appendix found at the end of R6) covers legal parts for VIQRC.

There is a window for drivers to change. If you looked in the game manual, you would have found this.
< G11> A Team’s two Drivers switch Controllers midway through the Match. In a given Match, up to two (2) Drivers may be in the Driver Station per Team. The two Drivers must switch their controller between twenty-five seconds (0:25) and thirty-five seconds (0:35) remaining in the Match.
About the 12" shaft. Look at < R15> in the manual and you will find your answer.
