The VEX charger is a smart charger I believe…meaning that it is capable of determining that the correct charge is reached, then the charger will not overcharge a battery.

Since it is providing a 16V. charge, can a 12 volt battery pack (obviously not a VEX pack) be charged in the charger?

What about other brands of 7.2v. battery packs?

Definetely! The VEX charger can charge any similar battery. I myself don’t use Vex batteries, instead I bought two 9.6V batteries that were less expensive but do just as good.
