Clarification on Qualification Spots

In this document it says:

Unused spots can be used in a few different ways: given to the largest regional state tournaments for the
Excellence Award Winner, used for an end of season qualifying event (tournament or skills event), given to highest
ranked state skills challenge scores

By unused spots, does it mean only spots that the tournament does not use, or can this also apply to spots that are given to teams that decide not to attend?

Thanks for your question. If I understand your question correctly, the answer is that the spots in questions will be allocated to end of the season tournaments (per the referenced document), or will be given out to the top Skills Challenge teams in the state. If a team that wins a spot at the Michigan State Championship decides not to attend the World Championship, then that World Championship spot will not be re-allocated. In summary, it means that only the spots that the State Championship does not use.
