Clarification on Unanswered Q&A

Hello,

I was wondering what the status of https://vexforum.com/t/cutoff-date-for-skills-only-tournaments/42835/1 was.

The only reason I ask this early after asking the question is that tournament registration closes on September 30th and if it is ruled that California can have skills competitions after February 10th, EPs will need time to register skills events.
