It depends.

I believe that the IQ and V5 requirements are different, right?

Yes - You can use coolant spray as long as no trace of it is on the robot during the match. Below is an example of what is legal and what is not.
Legal - A rapidly expanding gas from a compressed air canister upside down because all of the gas evaporates and leaves no trace before the match.
Illegal - A coolant chemical liquid that is poured onto the motors and stays in a liquid form. This may provide competitive benefit in a match due to having motors take longer to overheat and also may be dangerous depending on the chemical, that is why it is illegal.
EXTREMELY LEGAL SOLUTION - If you want to stay away from coolant spray or chemicals for legality reasons one way to cool motors is to have a fan pad to put them on before a match. These are just computer fans that will blow on the motors before and after a match and involve no chemical or non-vex item being applied to the robot that may still be attached for a match.
Safety is paramount - I do not recommend this off-label use of a product as I have seen it abused at tournaments where students spray each other. Elementary IQ a hard NO in terms of safety. MS only under supervision of coach and coach keeps the cans when not being used.
Also, If you try this method, make sure you DO NOT GET ANY OF IT ON YOUR HANDS!!! I like this idea though canned air is too expensive for this purpose.
Yes - If you do go with the first option given make sure that only coaches have access to this and keep it away from anyone under 8th grade and sometimes even 8th graders.
