Custom driver control motor power not sufficient

Kids have a robot for pitching in that uses Choo mechanism. The inbuilt driver control is able to pull the arm down, but custom driver control program is not able to generate enough strength to do the same. They set torque of motors to 100% and velocity to 100% and brake mode to hold. Any other setting to use to generate same power as the inbuilt driver control program?

Could you share your code and/or some photos of your robot? The built-in driver control program should not drive the motors at higher power then a VEXcode program can.
