I know the limit on custom plastic is 12x24 and no more than 1.5mm thick. However I see some plastic on robots that is quite a bit thicker. Are they stacking 1.5mm or is it ok to use 3mm if you count it twice on your 12x24 cut sheet?

The game manual explicitly bans this for functional purposes. If it is functional, then it is most likely stacked.
As for non-functional, do whatever you like.
