Cutting hole to make space for HS shaft

When cutting a hole for an HS shaft, what would we use? A drill bit or hole cutter? Because I have drill bits but not hole cutters.

Drill bits work fine!

if you don’t have a drill on hand, you can actually just file out the inside of the hole. works surprisingly well with aluminum, not so much with steel.

Metal drill bits work great! Specifically, you need a 0.25" metal bit
