This year I am using the Digital notebook template. I was wondering how could I have a witness to each page, since there is no room in the template?
Why do you believe you require one for judged awards in VRC? I would read the Guide to Judging:

If you are asking in general, then add a textbook for witness.

According to this website, witness signatures are no longer necessary because the engineering notebook isn’t necessarily being used for legality purposes. I hope this helps!
If you do really want witnessed by signatures, I would recommend explaining your page format, why you included these signatures even when not required, and where you would like to customize placing them in your engineering notebook. Remember, be creative with the engineering notebook! The template definitely helps with starters, but creativity is key!
