Are you allowed to use entirely digital engineering notebooks, if so what are rules you must follow and what do you do if the competition requires you to have a physical copy.
Many, many topics discussing this. Spend a little time reading the forum before posting more questions.
I would recommend bookmarking this part of the RECF Library:

Specifically look at the Judging Tile

All official information regarding the judging process is in the Guide to Judging linked to in every event listed on RobotEvents:
ive tried looking for the direct answer to my question but they’re all pretty vague ive had my club president say its against the rules but have people talk about using it on here and providing resources so i’m just looking for clarification
Yes you can have entirely digital ones. Same rules as physical ones, except that you don’t edit pages after you’ve already submitted them. As for physical stuff with it, at most competitions, submit a printed out version in a binder.
Here’s a tip/rule:
Once you’ve printed out pages for a competition, keep those printed out, and use them for the next one alongside new pages, it proves that you have not edited your old pages and is also good for organization.
I would read the Guide to Judging as all the scenarios you are asking are described in it. If an event needs hardcopy, your printout your digital notebook for that event, if the event requires digital submission and you have hardcopy notebook, you will need to scan it and submit the link to it on RobotEvents.
Not too complicated.
