Random person: If you won any award in the last three years you are eligible for V5. I’m pretty sure, I know people that used to play V5 and they said they knew someone that did this.

A lot of people do think this, and it is a pretty common misconception. In the RECF guide to judging, it states the following:
To be considered for the Design, Excellence, and Innovate Awards at the VEX
Robotics World Championship, teams are required to earn one of the above awards
at an event which directly qualifies teams to the VEX Robotics World Championship.
This means that, if you want to win excellence, design, or innovate at Worlds, you have to have won one of these awards at a Worlds qualifier, and it does not have to be the corresponding award. For example, our team is eligible to win excellence, design, and innovate at worlds having won innovate at state.
