Are you allowed to bring dogs to tournaments? Where can I find ruling on things such as this and how do I tell if things such as this are allowed.

You would find this under the Tournament section of the Game Manual as to what the Event Partner is allowed or not allowed to do.
Realistically, if the venue says no dogs except certified service dogs, then no dogs.
I know in our venue, can’t bring dogs in other than service dogs. Otherwise, would have my two dogs around (specifically for Spin Up to retrieve discs outside the field 
)

The game manual does not directly specify, but most venues which host events likely do not allow pets on the premises. You should contact the EP for the specific event to get information about what their venue policies are
