You could probably run EasyC under Wine, but your issue would be getting the drivers for the USB-Serial adapter working.

The USB to Serial adapter is a Prolific PL-2303… Linux already has support for this USB device…

Couldn’t you Virtualize the Linux Serial Port in WINE???
