Not an answer to the question, but I would add that submitting notebooks electronically before the event gives judges more time to look at them. Having been a judge three years at our local events, I will say that accurately scoring a lot of notebooks in person can be really hard within the timeframe of a one-day tournament. Especially if there is a lot of teams, one only has a few minutes to spend reading each notebook. Having the extra time could be really beneficial with regard to giving the judges time to really understand the design process and evaluate how well the students documented it.
