“Only teams that won a Design/Excellence Award at a Local, Regional, or National event prior to April 1st are eligible to be interviewed.”

So if a team has won a Design Award only (not Excellence)at a local tournament are they eligible to win the Excellence at Worlds?

Jon,
Only teams that have won an Excellence Award are eligible for Excellence Award at Championship. Any team that has won a previous Design or Excellence Award will be eligible for the Design Award at Championship. I hope this clears it up.
