At several competitions that we have either read about or heard about from other teams, the world nomination has been passed on to teams other than the winners of the excellence awards. An example of such an event would be one tournament in which the first five teams already had won other competitions so they all had nominations to the World Competition and so the sixth place team received the nomination to the World Competition even though the excellence award went to the first place bot. In another example the first fourteen bots all had the nominations from previous competitions so it was actually the fifteenth team that moved on to World. I know this has been happening so that there is at least one new team being sent to World from each regional tournament. I suppose the question is: If the winner of the excellence award has already gained the ability to compete in the World Competition, is the next best bot supposed to move on to world?
