At a tournament, may the team bring an extra, fully-charged battery to keep in their pit? Or does this violate the parts limit inspection?

That’s allowed. You can also bring a charger, to keep your batteries charged.

With time, batteries performance decrease… for competitions we mark our old batteries and bring a set of new batteries. We test the new batteries to make sure they are OK and only use them during matches, for practicing we use the old ones.
