Flywheel ratchet help

So im aware of how ratchets work and all that but im still wondering, why is it that while the axle is spinning it doesnt ratchet over but it does ratchet over when the axle isnt spinning?
How does the spinning of the axle counteract the fact it should ratchet over?

Maybe hit up some youtube for general ratchet and/or one way clutch/bearing animations.
