Assuming you mean driver control programming for an x-base holonomic build, you need to give each of the 4 motors values based on 3 signals from the vex controller. Most people use channels 3 and 4 for drive/strafe, and channel 1 for turn. The logic of how you combine the signals is summarized in this diagram:
