How do I create a group and what can a group do?

Just wanted to know how to create a group on the VEX forum and what it does.

Only admins can create a group. A group allows access to certain private categories, for example, there is an event partner group.

How do do you request access to the event partner group?

You will need to request access through your REC Foundation TEM. They should be able to handle everything from there.
