How to Install PROS Toolchain on Eclipse?

I have Eclipse installed, and I don’t really know how to install custom toolchains.
The install paragraph on PROS’ website is pretty vague on step by step.

We haven’t use Eclipse for a few years now. The latest environment uses a rebranded Atom editor.
