Whilst I do not think I will be able to help you much as I have no experience running a team, you could provide some details so that the mentors can help you.
Some helpful details:
Have you done vex before? How many people would be in the team? How long would they be able to contribute a week. Is this a school team or a private team? How many people are you looking for.

Hopefully this helps

Lastly, follow discussions here on the vex forum. There is a lot to be learned from more experienced engineers
Recruit people that care. I would rather have someone that cares over someone that might have the knowledge your looking for but isn’t dedicated.
