Try running prosv5 make clean.
Then try building again.

You don’t get a command line in PROS. You use your operating system’s built-in command line (Command Prompt on Windows) and run PROS CLI commands therein.

press the new terminal button on the tool bar then type prosv5 make all and enter
also, you coul just delete the whole bin folder and build project again
