Individually Addressable LEDs

I know it is possible to add individually addressable led strips directly to the cortex for nonfunctional purposes as long as they are powered by the cortex, but there is very little documentation on this. Therefore I was wondering if you can use an arduino to control the leds and power them using the cortex.
The arduino would obviously need its own power supply too, I believe.
