Is the rule VUR4 replaces R11 for VEXU?

Hello all.

I was reading the manual in the zone , so i read the R11 about the restrictions and have the next question .

Can i use 12 motors and add pneumatics for vexU?(i did not find any restriction in VUR4)

but i don´t know if recently something change about the rules in the manual

i´m a little confuse about it , i hope can you help me

12 motors plus pneumatics is allowed for VEX-U. The VEX-U appendix supersedes the rules for HS/MS robots.
