Yes, the SkillsUSA Mobile Robotics Technology competition is essentially the current V5RC high school skills challenge. The rubric for determining who wins though is based on different factors too (see the topic above). As for an MRoT curriculum specifically, SkillsUSA does not offer one from my knowledge (nor for just specific competitions). They do have a variety of programs for advisors, but I know very little of those (I can ask my advisor tomorrow about them). However, from doing a little search, I found these:
