2 tanks with the right amount of cylinders and efficient tubing of the system can get you a lot of actuations.
Especially if you only use air one-way, either just to open or just to close.
I think this is a difficult question to answer as I don’t think there is a “best” way to distribute your motors. It depends so much on the design of your robots and the priorities that you have set for your game strategy.
What do people think about 6m base, 2m lift vs. 4m, and 4m lift?
I’ve always gone with 6 motor drive because the extra power is great for defense (which is big in my state) and skills. Also, my 2m strength 1:7 DR4B is plenty fast because it has nearly perfect elastics.
We use 6 motor bases primarily to counter defense bot. our 2m High Strength DR4Bs with Elastics work ok. We could probably go even lighter on the lifts and get them to 2 Motor HS.
We used to have a 6 motor drive/2 motor lift but we switched to a scissor lift (I know, let the scissor lift hate pour in :P) so we have four on the lift now since we found that to work better for a scissor lift and are working on ways to make the robot lighter.

2 Motor Mobile goal intake (We’re using 1:3 so good rubber banding is optimal)
1 Motor Secondary Lift/Stacker with decent or no rubber banding
1 Motor Intake or passive intake in which case you would use a 2 motor secondary lift.

I think you need a pairing of two bots with two specialized motor optimizations:
Driver Load specialized bot:
-Passive intake specialized for driver loads
-4 mtr hs drive with mg intake paired
-2 mtr adjustment arm
-6 mtr lift
Fielding specialized Bot:
1 mtr mg intake
6 mtr drive
2 mtr adjustment arm
3 mtr lift
