Motor Sharing Questions

Good Afternoon,
If i was building a motor share system like the photo shown, from a intake to a slapper, (the photo is from 1082X) how would i set up the slip gear, would it free floating on the axle? And should it be directly connected to the big gear next to it (like with standoffs?)
