We have small DC motors. Can we use them on our robot?

Since you posted this in the Official VEX Technical Support, it seems like you’re asking question #1. Is that correct?
The short answer to question #1 is: “maybe.”
The VEX Robotics Design System is designed to work as a unified system, and as such the only motors we support are those that we sell as part of the system. That said… the Motor Controller 29 is capable of driving any 2-wire motor which is similar to the VEX motors. Motor Controller 29 - VEX Robotics
The characteristics of the motors you have (their nominal voltage, their current draw, etc) will determine whether they can be used.
Regarding question #2: Unfortunately, the only place where you can receive official clarification on competition legality is the VEX Robotics Competition Official Q&A.
