Official ruling on <SG1>

I have been doing vex robotics for 3 years now and all my years I’ve been told the robot must start in its colored starting tile and nothing may touch any other gray colored tiles. Also in my years of experience, parts of the robot are allowed to HOVER above gray tiles as long as the rest of the robot is touching the colored tile. Nowhere in <SG1> does it says that no parts of the robot can hover above gray tiles. I need an official ruling to show to judges to prove my point at competitions, so if someone could give me an official ruling of this that would help.

<SG1> At the beginning of each Match, each Robot must be placed such that it is touching one of its colored Alliance Starting Tiles, not touching any Scoring Object other than those permitted by <SG2> and not touching any other foam field tiles, or another Robot. No more than one (1) Robot may start the Match on any one (1) Alliance Starting Tile.

The rule does not have any restriction against hovering over any other foam tiles, thus the strategy you described is legal.
