Only doing skills at a tournament - Any changes on legality

I’ve read through this post from 4 years ago about going to a high school tournament and only competing in skills. Does anyone here know if the rules have changed since then?

Why I am Asking:

We have a very new team which had dwindled down to just 1 new 9th grade member just before our first tournament. We tried to support her as best we could, but being in her first event solo was still very stressful. After this, she recruited a friend from 8th grade to join her (about a month ago). We still have one final tournament, but this new member would be the only one present for her team. She doesn’t want to compete solo, but still wants to attend the tournament, even if not competing.

This new member has fallen in love with robotics and we really want to encourage her. So far this season, her team has not even attempted an autonomous skills run, but are working towards it. I was wondering if she would be able to only compete in skills (If the EP allowed it).

After reading the linked thread above, I realize it would only be possible if the rules have changed… hence, my original question…

There are some only skills tournaments, but when you are registered for a tournament, they put you in the quals. I’ve never heard of a team who only did skills, but maybe it’s a thing.

It would be probably illegal to outright not attend any matches via T5 and G1. However, via T4 it may be possible to have a team attend an event and do skills only if the EP approves.
