Can a Canadian Team go into a State qualifier?
Yes, but it will not qualify that team for any thing in that state unless the team is addressed in that region, and if that is the case, it would not qualify them for Canadian provincial championships.
That is true, but your skills scores at that event are still valid and are included in the global skills rankings which may or may not qualify you for other events.
