Owning a goal

If only one or two balls scored in a goal, does the top colored ball still own that goal at the end of a match? Or, does there need to actually be three balls scored in a goal for anyone to own the goal? This may have already been asked, but I was not finding it in a search.

Please search the manual for “owned”, you will find your answer.

I am not sure that the definition in the rules does answer my question. There are three pictures of scoring examples, but the definition states the highest scored ball in a goal. There is nothing that states that there needs to be three balls in the goal to own it. If I take it as it is worded, than any number of balls in a goal that that do not extend above the top of a goal can own the goal.
