Is it a good idea to include entries which reflect on last year’s ITZ performance on this year’s engineering notebook?

Sure. Why not, assuming they’re applicable? If you say “we shouldn’t have John drive this year” but he’s already graduated, that’s not very relevant. But let’s say you had a lift design that worked well or poorly, then you might use that as a starting point to design further. Then it’s definitely worth mentioning.
