Probably not? <SG6a> is unclear on some things, but I’m pretty certain pushing a bot on the other side of the fence would be restricting their movement.
I’m fairly certain Karthik has ruled that pushing over/under the fence is legal in certain circumstances. I’m not sure where the Q&A that says that is, but it definitely exists.
I had read that in a Q&A response at some point. Now that I think about it, it may not have been official, but I’m pretty sure that it was.
