No, the hanging robot has to be hanging by itself and in the air, without touching the ground or supporting itself by any object other than it’s hook. Why would you make a robot just to do that?
Instead of assuming things, it’s best to look at the definition of High Hanging, which states no restrictions about touching other robots.
