Question About Matchloads

I searched about these two questions but couldn’t find a clear answer to them:

1. Is it legal to remove triballs from opponents match load zones? If yes, when?
2. Is it legal to build a giant block that blocks even driver team to put triballs to their robot? (mechanism doesn’t cross the field perimeter and touch opponent robot)

2. Since there is nothing in the game maual prohibiting it, yes it is legal. Just be wary of your expansion limits.
