Can we flip the cap when there are balls on the caps? and when there are balls on the caps and the caps are on the post can we still get the point form putting the balls on the caps?

Look under scoring the manual - it lists all possible ways of scoring in autonomous and driver control portions of the match.
Balls are distributed on the field as outlined in the manual.
Balls do not prevent game objects from being manipulated.
According to the game manual, balls are used to toggle the flags. Placing balls on caps does not score anything, it is just how the game starts.
