If you are referring to whether the same team can compete in both V5RC HS and JROTC, yes they can.
Speaking from experience in my region, JROTC teams can compete at any MS/HS competition in their region. They can also compete in competitions specifically for JROTC teams. JROTC teams can also qualify for and compete in their Event Region Championship for HS as well as the World Championship for HS. 96789X Mecha Xenon, who won the 2025 JROTC World Championship, also competed in HS Worlds this year.
