If I had a 12:12:84 gear ratio, does that provide the same torque as 12:84?
If by 12:12:84 you mean that the 12t gear is an idler, then yes they should ideally be the same, since gear ratio is affected only by the driver and driven gears. Of course, extra gears introduces more inefficiency and so it might be slightly less torque.
