I assume that the bolded phrase in R5b is referring only to functional uses of these materials, and that they are indeed legal to use as nonfunctional decorations.

I have left the question here so that no one is left wondering about where it went, and in case it turns out to be more important than I realize.

Here is the original question:

On the other hand, R5d says:

Am I correct that it would be legal to use “VEX apparel, competition support materials, packaging or other non-robot products” as a non-functional decoration, provided that (1) these do not affect the robot performance in any significant way or affect the outcome of the match, and that (2) no other rules are violated?

Thank you so much for your time.

Yes you are correct. Most non-functional decorations are “non-robot products”.
Examples:
Wingus and Dingus
PRRA (VEXU) had some nice looking robots as well
