<R5b> Clarification

<R5b> States “b. Only the VEX Robotics Design System Components specifically designed to be used for Robot construction are allowed. Using additional components outside their typical purpose is against the intent of the rule (i.e. please don’t try using VEX apparel, competition support, packaging or other non-robot products on a VEX Robotics Competition Robot). “

If someone was to use a part that is intended for robot construction but not for its intended purpose, would the be in violation of <R5b>?
For example, rubber banding a bunch of wheels to the back of a robot as a counterweight?

That is perfectly legal. Do note that for parts of restricted quantities (motors, batteries, etc.) the parts being used as counterweight would contribute to the maximum number available for use on a robot.
