@HenryP , you have asked so many “read the manual” questions today that the fourum is feeling fatigued… so perhaps your question is about how plastic is able to be cut, rather than what are the legal methods to cut the plastic.
To answer how to cut polycarbonate, it can be cut with tin snips, a fine-toothed blade on a band saw, scored with a razor knife and broken, or if your school/organization has the equipment, a CNC router or laser cutter.

I heard that some certain screws are now illegal to use. Do you know anything about this?
Nylon, Aluminum, and shoulder screws over particular specifications are now illegal for using on robots.
Any other things illegal now?
Check the game manual. Should tell you everything that you can and cannot use on your team’s robot. Any grey areas usually get asked & clarified in the Q&A, which I also suggest you take a look at.
