1 - The robot is within the 13" x 20" x 15" area (starting position)
2 - When the arm is rotated, it travels beyond the limits of the Starting Position “rectangle”, HOWEVER, the overall dimensions (in any position) are NEVER greater than 13" x 20" x 15".
3 - In other words, once the robot moves the arm (thus leaving the “rectangle”), if it were re-positioned in the Starting Position (ie. shifted), it would still be within the “rectangle”.

Would this robot be “legal”?

Provided the Robot never expands beyond a 13"x20" area throughout the Match, this would be legal.
