I have looked over the rules and do not see where the requirements are for the size rubber bands. Am I over looking something?
The legal rubber band sizes are #32 and #64. These are the rubber bands that vex has available on their website.

You can also go to your local dollar store to get these rubber bands or pretty much any store with an office supplies aisle.
