Rule 6d is a little confusing, and seems to imply that rubber bands are not allowed. Yet in other places in the manual, rubber bands are clearly allowed?

The rule states “mechanical/structural components aside from those excluded below, from the Vex robotics by Hexbug product line are legal for robot construction.”…

Then below,

"The following mechanical and structural components from the Vex robotics by Hexbug product line are excluded

i. All rubber bands"

I can give you an unofficial answer - many hexbug products include their own sizes, shapes, and materials used in “rubber bands.” Those are what is excluded.
